Vintage Pocket Watch Mechanical Old Style Gambling Wheel Device

This is a pocket watch size gambling device that appears to be a standard size pocket watch with a dial but with a single hand, a stem, and a watch chain top ring. The dial face appears to be a typical watch face, but upon close inspection appears to be a clear porcelain coating over a printed background that leaves tiny surface bubbles, minuscule fine lines and slight variations in the white background that can be seen in the light at an angle that are created in the original dial coating process.
